Burton Market Hall

Next Phase supported East Staffordshire Borough Council in delivering a comprehensive soft market testing exercise for Burton Market Hall. Working alongside AMION Consulting, we contributed to the development of an Outline Business Case (OBC) to guide the next stages of planning and support funding proposals for this significant redevelopment.

Burton Market Hall holds a central position in the town's community and heritage; however has suffered from low occupancy and declining footfall, with limited use of the heritage building. Public consultation in 2024 identified a preferred scheme which includes a mix of street food, retail, and co-working/office space. 

To revitalise this key asset, our team gathered insights from potential operators and tenants, exploring innovative ideas that align with the Council’s vision for the space. The soft market testing exercise was designed to ensure that the market hall attracts the right mix of uses, creating a vibrant and sustainable future for this historic location.

Our involvement extended beyond operator engagement. Next Phase supported AMION Consulting to develop a robust OBC using Green Book methodology that considered the market hall’s socioeconomic potential, its role as a catalyst for wider regeneration, and its capacity to support the town’s commercial landscape. The business case provided a framework for decision-making, ensuring the project aligns with both community aspirations and funding requirements.

This project represents an exciting opportunity to reimagine Burton Market Hall as a dynamic hub that combines modern functionality with its historical legacy, enhancing its role as a cornerstone of Burton’s town centre regeneration.
